In brief, although this study looks bad for China's reputation, it may be good for China's negotiating position.

The Chinese - and the UN - insist that rich countries with high per capita levels of pollution must cut emissions first, and help poorer countries to invest in clean technology.

America's per capita emissions are five to six times higher than China's, even though China has become the top manufacturing economy.

US emissions are still growing too, though much more slowly.

Dr Auffhammer told BBC News that his projections had made an assumption that the Chinese government's recent aggressive energy efficiency programme would fail, as the previous one had failed badly.

"Our figures for emissions growth are truly shocking," he said.

"But there is no sense pointing a finger at the Chinese. They are trying to pull people out of poverty and they clearly need help.

"The only solution is for a massive transfer of technology and wealth from the West."

He acknowledged that this eventuality was unlikely.

Those scientists aspiring to stabilise global emissions growth before 2020 to prevent what they believe may be irreversible damage to the climate may be wondering how this can possibly be achieved.

Pollution could come from various sources. The worse culprits are industries that are inefficient, using old technology or greedy for profits at the expense of the environment. They have no qualms about pollution the air and the rivers which could pose serious long term health problems for the Chinese.

Besides manufacturing, residents sometimes contribute to emissions of pollutants. My friends who are working in the provinces lamented that villagers burnt heaps of garbage to keep themselves warm in winter. The smog is contributing to increasing number of middle aged folks contracting lung diseases.

These are just some of the areas that warrant more government attention. By enforcing environmental guidelines strictly, penalising unscrupulous businesses, educating and providing for the energy needs of peasants, it could go a long way to help reduce human foot print.

However, I do not subscribe to violent protests to register disapproval of pollution. Instead activists should organise programmes and work with the authorities to educate the public on environmental issues.

Most countries that have oil refineries like those in Middle East and in Asia tend to emit more carbon. As China and India, modernize, their carbon output will increase. 2004 - 2007 data are not available, but latest report indicates that China as a whole emits the most carbon. But on a capita basis, i.e. counting on the population, it still emits 5 to 6 times less carbon than USA.

Leaders from 18 U.S. states that have bypassed the Bush administration and set tough greenhouse gas limits agreed on Friday to try to shape the next administration's climate policy by contacting the presidential candidates.

Bush, who will step down in January, unveiled a plan on Wednesday that would cap U.S. emissions by 2025. He has opposed tough mandatory cuts, saying they would harm the economy.

California, Illinois, Florida and 15 other states will "reach out to major presidential candidates as a means of shaping the first 100 days of the next administration," on climate, according to the agreement signed on Friday. They will share their experience in forming emissions plans to create state and federal partnerships on climate.

The leaders also marked the centennial of a governors meeting with former U.S. President Theodore Roosevelt that established a conservation partnership between the states and the federal government and helped create the U.S. park system.

Schwarzenegger, a Republican, said a deadlock between the United States, by many counts the world's top greenhouse gas emitter, and rapidly developing countries, like China and India, on working together to cut emissions would loosen if a new U.S. administration takes the lead on climate change.
New Jersey Gov. Jon Corzine, a Democrat, told the meeting that national action to cut planet-warming gases could help repair U.S. relations with countries that have urged the United States to do more on climate.

"We have a vacuum in Washington that not only hurts the states, but our reputation internationally," Corzine said.

In the agreement, the leaders said they represent more than half of the U.S. population and emit more than half of the country's greenhouse emissions.
Daniel Esty, a professor of environmental studies at Yale, said the states have begun contacting some of the presidential candidates.

The other states in the pact were Arizona, Colorado, Connecticut, Delaware, Kansas, Maine, Maryland, Massachusetts, Michigan, New Mexico, New York, Oregon, Virginia and Washington.

This is an old clip of a young girl pleading to the attendees, representatives of countries, to leave the earth a better place for her and future generations to come. Of course, US, the biggest polluter in modern history, believes that signing the Kyoto Treaty, would be harmful to its industries and thus would increase manufacturing costs. As TT Ruby has pointed out, that:

So global warming, a result of the continuous rape of planet earth, has reached a point now that many countries are paying attention to this phenomenon. Why didn't the adults listen then to this plea from a young girl? Why? Is it too late to listen?

Severn Cullis-Suzuki (born 1979) is an environmental activist, speaker, television host and author. Born to writer Tara Elizabeth Cullis and Canadian geneticist and environmental activist David Suzuki, Cullis-Suzuki received a B.Sc. in Ecology and Evolutionary Biology from Yale University in 2002. She has spoken around the world about environmental issues, urging listeners to define their values, act with the future in mind, and take individual responsibility.

In 1992, at the age of 12, Cullis-Suzuki raised money with members of ECO, the Environmental Childrens Organization (a group she founded) to attend the Earth Summit in Rio De Janeiro. Along with group members Michelle Quigg, Vanessa Suttie, and Morgan Geisler, Severn presented environmental issues from a youth perspective at the Summit, where she received a standing ovation for a speech to the delegates. The group also addressed delegates at the United Nations Conference on Environment and Development (UNCED).
